About
My name is Callum Cowx
Callum qualified as a solicitor in 2000 after careers in the Royal Navy and Cumbria Police. He later qualified as a solicitor advocate and was called to the Bar at Middle Temple in 2017, although he continued in practice as a solicitor.

Callum has enjoyed a varied career as a lawyer, alternating between the Army and the Crown Prosecution Service over a 21-year period. Most of that time was spent prosecuting in the civilian Criminal Justice System and in the Service Justice System.

Aside from prosecuting in the Court Martial, Callum gained enormously from a number of broadening Army assignments, in the UK and overseas, as a legal adviser in multiple disciplines and as a senior staff officer in non-legal policy and MoD roles.

On retirement from the Army Callum spent 6-months as a District Crown Prosecutor in the North East of England, before choosing to concentrate on a portfolio career.

Callum sits as a fee paid judge in the First Tier Tribunal (Immigration & Asylum Chamber) and in the Employment Tribunal.

He is a solicitor member of the Solicitor’s Disciplinary Tribunal and has recently been appointed as a legal adviser to the Disciplinary Committee of the Association of Certified Chartered Accountants.
Callum has considerable experience of police misconduct hearings.
He was first appointed as a Legally Qualified Chair (LQC) for police misconduct hearings in the West Midlands in 2020. He was subsequently appointed to sit as a LQC in Wales, the North West, the North East & Yorkshire, East Midlands, Avon & Somerset and Gloucestershire.

On a change to the law which resulted in LQCs being replaced by senior police officers, Callum transitioned to the role of Legally Qualified Person (LQP) to police misconduct hearings in May 2024. He was elected Chair of the National Association of LQPs (NALQP) in October 2024.

Callum is committed to a fair, effective and efficient police discipline system. His priorities are ensuring police misconduct hearings are supported by the highest standards of legal advice and protecting the interests of LQPs.
